The parliament has passed a new bill (8th Amendment), 2073 unanimously as a part of School Education Reform presented by Government of Nepal on Saturday. As this Act is passed in the assembly, the basic education level is structured from primary level to Grade 12. Basic Education has been structured till Grade 8; Grade 9-12 will be called secondary level.

There will be no SLC at the end of Grade 10 while Grade 12 examinations will be regulated by the Examination Board.

Examinations of basic level will be regulated from District Examination Office. Grade 10 Exams will be conducted on regional levels and examinations to be conducted at the end of basic level will be conducted on a district level. Passing Grade 12 will be equivalent to +2.

At the moment, Grade 10 examinations are conducted by SLC Board and Grade 12 examinations by the Higher Secondary Examination Board(HSEB). The bill will end this system and establish a National Examination Board. The Board is going to conduct Grade 10 and 12 Examinations.

School level will not be segregated into Primary, Lower Secondary and Higher Secondary anymore. The organizations registered under the Companies Act will not be allowed to run a school. Only organizations of social or educational nature can start a school according to the bill.



Teachers who have served as temporary teachers for a long time will also get an attractive service at the termination of their service.


This Act will have the following results, much to our joy:
  • No more SLC; i.e. Grade 12 is the new 10th Standard.
  • No more schools can be established by Companies, which in turn will reduce commercialization of education.
  • Better management of schools by the Nepal Examination Board.
  • Teachers with political affiliation will have a harder time.
For years, SLC has been the focus of Lower Secondary education in Nepal with most of the efforts centered towards better grade in SLC. The Act, if implemented well, will loosen up the pressure faced by students and give them enough liberty to focus on learning rather than better grades.

We look forward to enactment of this bill and hope to see a change in the face of Education in Nepal.
